The roll bar number corresponds to the SCCA region that issued the log book. The first three digits identify the region. I would visit the SCCA site to determine which region, and then contact their chief of tech. He should have a book containing the numbers of all the cars that they issued log books.

As far as a new log book, the SCCA site also has their general competition rules on line. In it is a description of the log book process. There is also a copy of the form you need to fill out to get a new book issued. Unless you're looking at vintage, you may have to do some updates to the chassis.
